PWD Presents Proposed Shelter Design to MoGCSP Minister

The Public Works Department (PWD) has officially presented a proposed architectural design for a modern model shelter facility to the Minister for Gender, Children and Social Protection, Hon. Dr. Agnes Naa Momo Lartey.

The presentation forms part of ongoing stakeholder consultations aimed at developing a purpose-built shelter to enhance Ghana’s social protection systems, particularly for vulnerable populations. The initiative aligns with the broader vision of H.E. John Dramani Mahama to strengthen infrastructure supporting gender-based violence response and social welfare services.

A Safe Haven for Vulnerable Groups

Presenting the proposal, the PWD technical team highlighted that the facility is designed to provide a safe, secure, and dignified environment for women, children, and other vulnerable groups, including victims of trafficking and abuse.

The proposed design incorporates:

  • Separate residential blocks for adult males, adult females, and children
  • A dedicated children’s play area to support child development and well-being
  • A central kitchen facility with adequate storage to ensure efficient food management

Integrated Health and Support Services

A key feature of the design is the inclusion of a mini-clinic equipped with treatment and recovery areas to cater to the health needs of residents. The facility is also designed to support a “one-stop centre” model, where essential services such as:

  • Medical care
  • Psychosocial support
  • Case management

are provided within a single location. This approach is expected to reduce stress and logistical challenges for victims seeking assistance.

Inclusive and Functional Design

The facility will consist of a mix of single-storey and two-storey structures, carefully planned to ensure functionality, accessibility, and safety. Special consideration has been given to persons living with disabilities, in line with inclusive design principles.

Toward a First-of-Its-Kind Facility in West Africa

Drawing from both local and international best practices, the proposed shelter has the potential to become one of the most comprehensive facilities of its kind in West Africa, particularly in its integrated design and service delivery approach.

Minister Commends Initiative

Hon. Dr. Agnes Naa Momo Lartey and her technical advisors commended the initiative and provided valuable feedback to further refine the proposal. The Minister reaffirmed the Ministry’s commitment to collaborating with key stakeholders to ensure the successful implementation of the project.

The presentation marks a significant step toward strengthening Ghana’s response to social vulnerability and gender-based violence. The Public Works Department remains committed to delivering infrastructure solutions that promote safety, dignity, and inclusivity for all.
